論公民精神的培養(yǎng)

摘   要

公民指在1個(gè)國(guó)家里，具有該國(guó)國(guó)籍，并依據(jù)憲法和法律規(guī)定享有權(quán)利履行義務(wù)的社會(huì)成員。公民精神是公民對(duì)自身公民身份、公民的權(quán)利與義務(wù)的認(rèn)同。公民精神的培養(yǎng)是與國(guó)家的現(xiàn)代化相伴而生的，美國(guó)公民教育之父霍拉斯•曼有句名言：建共和國(guó)易，造就共和國(guó)公民難。公民精神作為確立在個(gè)體憲政觀念基礎(chǔ)上的現(xiàn)代社會(huì)群體意識(shí)，是1國(guó)憲法精神的基礎(chǔ)和重要內(nèi)容，決定著社會(huì)憲政發(fā)展水平和國(guó)家的法治化進(jìn)程。

ABSTRACT

Citizen is a social member who has the country’s nationality and enjoys rights and fulfils obligations according to the rules of constitution and laws in a country .The citizen’s spirit is the citizen’s self-identity of his own- identity, rights and obligations. The cultivation of citizen’s spirit is born with the country’s modernity. The father of American citizen’s education,Horace.man,has a famous proverb, it is easy to establish a republic but difficult to train republican citizen. The citizen’s spirit as establishing modern social group awareness on the basic of individual constitutionalism concepts, is the foundation and important content of constitution spirit, and decides the development level of social constitutionalism and the country’s law course.
